Chinese buyers lining up for US homes

(Source: China Daily) BEIJING - Chinese homebuyers have become the second-largest group of international buyers of homes in the United States, according to a recent report from a realtors association.
Sales from Chinese homebuyers made up 9 percent of the $41 billion in international sales for US homes, according to an annual report released by the US National Association of Realtors. It is a considerable spike in sales from the 2007 mark of 5 percent for Chinese buyers, before the financial meltdown in 2008.
The report tallied the number of sales for 12 months starting from March of last year. In that span, buyers from 70 countries and regions purchased homes in the US. Canada, at 23 percent, ranked at the top of the list, followed by China at 9 percent and India, Mexico and the United Kingdom each raking in 7 percent of sales. The five nations accounted for 53 percent of transactions among international buyers, according to the report. The total amount of property sales in the US over 12 months since March of last year was $1.07 trillion. The report, from an association that represents 1.2 million realtors across the US, said the international property purchases were heavily concentrated in four states - Florida, Texas, Arizona and California, accounting for 58 percent of sales. USCIS Proposes Significant Enhancements to EB-5 Visa Processing to Help America Win the Future

WASHINGTON—U.S. Citizenship and Immigration Services (USCIS) today proposed significant enhancements to the administration of the USCIS Immigrant Investor Program, commonly referred to as the EB-5 Program—transforming the intake and review process for immigrant investors as part of the Obama administration’s continued commitment to improve the legal immigration system and meet our economic and national security needs for the 21st century. The EB-5 Program makes 10,000 visas available annually to immigrant investors who invest in commercial enterprises that create at least 10 U.S. jobs. EB-5 investors may petition independently or as part of a USCIS-designated Regional Center. “Congress created the EB-5 Program in 1990 to attract investors and entrepreneurs from around the globe to create jobs in America,” said USCIS Director Alejandro Mayorkas. “We are dedicated to enhancing this program to ensure that it achieves that goal to the fullest extent possible.” USCIS is proposing three fundamental changes to the way it processes EB-5 Regional Center filings. First, USCIS proposes to accelerate its processing of applications for job-creating projects that are fully developed and ready to be implemented. USCIS will also give these EB-5 applicants and petitioners the option to request Premium Processing Service, which guarantees processing within 15 calendar days for an additional fee.


Second, USCIS proposes the creation of new specialized intake teams with expertise in economic analysis and the EB-5 Program requirements. EB-5 Regional Center applicants will be able to communicate directly with the specialized intake teams via e-mail to streamline the resolution of issues and quickly address questions or needs related to their applications.

Third, USCIS proposes to convene an expert Decision Board to render decisions regarding EB-5 Regional Center applications. The Decision Board will be composed of an economist and adjudicators and will be supported by legal counsel. This proposal will be online until June 17, 2011, for public comment—providing stakeholders an opportunity to offer feedback on the proposed changes to the administration of the EB-5 Program. USCIS Approves North Country EB-5 Regional Center in New York

The North Country Chamber of Commerce’s application to create an EB-5 program has been approved by the U.S. Citizenship and Immigration Services. North Country EB-5 Regional Center covers Clinton, Essex and Franklin counties in the state of New York. North Country Congressman Bill Owens (D-Plattsburgh) worked with Schumer and North Country Chamber President Garry Douglas in securing approval for the center.

Dr. Evans has the deserved reputation as one of the pre-eminent economic minds of our time. At present, Dr. Evans has devoted his energies to the EB-5 Regional Center program. Prior to his EB-5 involvement, Dr. Evans was a Clinical Professor at the Kellogg School of Management at Northwestern University as well as a Professor of Economics at the Wharton School, University of Pennsylvania where he developed the Wharton Model. While a visiting lecturer at the Hebrew University, Dr. Evans designed the economic model of the Israeli economy. Dr. Evans is further credited with designing the economic model of the French economy. As a consultant for the United States Senate Finance Committee, Dr. Evans designed the first large-scale supply-side model of the U.S. economy. Dr. Evans has served as a consultant to the U.S. Treasury, the National Aeronautics and Space Administration, the Environmental Protection Agency and the U.S. Department of Agriculture. Dr. Evans has been a prolific writer and lecturer as well as a columnist for the L.A. Times and United Press International.

Houston EB-5 Workshop Recap

WOW, what a seminar!  Brian Su's Houston event was, without a doubt, the singular most productive day I've had since immersing myself in EB-5dom, and that is not hyperbole.  The presentations were superb and we all learned a great deal.  (I, for one, finally understand a lot more of Dr. Scott Barnhart's econometric musings!) But the heart and soul of the event revolved around Brian's ability to pull together a very diverse group of folks from within the EB-5 sector, including various experts, agents, and Regional Center representatives.  The networking was invaluable for all of us.  And as I predicted, John Jiang, Managing Director of Henry Global Consulting Group, Ltd., one of China's biggest EB-5 agencies (and, I hastily add, one of very few who actually do the homework for their clients), was the highlight speaker for me.  John is a no-nonsense, call-them-as-I-see-them kind of guy and one of the key reasons for Henry Global's continued market dominance.  His presentation debunked many misperceptions I had about how the China market works and reiterated what I'd long suspected:  success in China EB-5 marketing isn't about a willing abundance of affluent Chinese lined up with bank drafts in hand...it's about strategic (and costly!) marketing, laser-beam public relations, and a tireless workforce excelling at communicating the reality of the EB-5 opportunity in parameters understandable from the distinctly Chinese world view. There was, however, one terrific bummer ending:  based on the Friday traffic and distance from the Doubletree to Bush International Airport, I had to exit the event before Brian and several other speakers were finished.  Alas, that was in vain: heavy thunderstorms led to the cancellation of my flight and I couldn't leave Houston till this morning!  Go figure!

Brian, serious props, kudos, and thanks from all of us invited to participate in your event.  It was priceless for me professionally, and it was great to spend time with you, Joanne, Thom, Scott and the rest of the great folks we met.  Where are we going next time?

Report from China: Fushun Authority Raid Illegal Migration Brokers

During the Chinese May Day national holiday, law enforcement officers from the Exit-Entry Administration of Fushun Municipal Department of Public Security raided two unlicensed migration brokers in a downtown office tower in the city of Fushun. The unregistered migration firms "Hongxing Overseas Affairs Co." and "Hefei International Educational Travel Co. Ltd." were reported by a consumer tip.  Both firms have been selling US L-1 and F-1 visa services without obtaining proper license from the Ministry of Public Security.  A large number of client files were confiscated by the officials from the Exit-Entry Administration and the Industry and Commerce Administration.  For more information about Chinese regulations on exit-entry services, contact us today.
