There are over 600 licensed and registered emigration agents in China. About 100 companies offer EB-5 projects to their Chinese investor clients. However China's EB-5 market is mostly controlled by a few large firms which are headquartered in Beijing, Shanghai, Guangzhou and Shenzhen. Smaller emigration firms can only provide 20-50 investors a year while leading firms may sign up from 200 to 500 EB-5 investors annually. For US EB-5 project developers or regional centers that may only seek less than 50 investors for a single project, it will be more cost-efficient to utilize smaller emigration agents in secondary market. However, without building a solid project offering and market entry strategy, it will be very difficult and costly to secure a deal with Chinese broker.
