Court rules NYPD should have cut circumcised penis exposing cop Owen Hopper

Ex-NYPD officer Owen Hopper was accused of flashing a woman and leaving his weapon in an unsecured location. He was let go by the force.

The NYPD was right to put a circumcised cop on the chopping block, an appeals court ruled Thursday.

Owen Hopper had contended he shouldn’t have been fired from the NYPD because the woman who said he’d exposed himself and made “vulgar remarks” to her wasn’t credible.

Hopper noted that she’d described her flasher’s penis as uncircumcised — and Hopper said he’s been circumcised since childhood.

But, in the ruling Thursday, the state Appellate Division sided with the NYPD hearing officer, who recommended he be canned for that and another incident where his weapon was unsecured. He’d once left his gun in a backpack in a college library.
