A 56-year-old Palatine man was crushed to death by a trash compactor as he searched for his missing cell phone, authorities said.
The Cook County medical examiner’s office found that Roger Mirro, of the 200 block of South Clubhouse Drive in Palatine, died of multiple crushing injuries from being trapped inside a trash compactor on Tuesday. Mirro’s death was ruled an accident, according to the medical examiner's office.

Authorities responded to investigate a report of a missing person at the Clubhouse Drive address about 9:30 p.m., according to Palatine police.

The former mayor showed up with Dr. Adele Joy Cobbs, a Rush University Medical Center emergency physician, on his arm - She is 30 years younger than the old crook. 
They have been dating for more than six months, having hit it off after meeting at the gym, according to friends and acquaintances at the Hobson-Lucas wedding.
A spokeswoman for Mr. Daley, 71, said he's out of town and would not want to comment. The former mayor is of counsel atKatten Muchin Rosenman LLP, heads Tur Partners investment firm and is on Coca-Cola Co.'s board. Dr. Cobbs did not respond to a request for comment.
Mr. Daley, who was mayor for 22 years, retreated from politics in the spring of 2011. His wife, Maggie, died later that year.
According to her hospital profile, Dr. Cobbs, 41, earned her medical degree from the University of Wisconsin School of Medicine in Madison. She trained as a resident at Cook County Hospital and in a transitional-year program at St. Joseph's Hospital in Oregon. Before landing at Rush in recent months, she was an ER doctor at Little Company of Mary Hospital & Health Care Centers in Evergreen Park. Dr. Cobbs, whose late mother, Sarah Cobbs, was a pediatrician, was appointed by Mr. Daley to the city's Board of Health team in November 2010, though the two didn't know each other at the time.

AUSTIN, Texas (Reuters) - George Zimmerman, a volunteer watchman whose acquittal in the shooting death of unarmed black teenager Trayvon Martin led to protests, was pulled over by police in Texas on Sunday for speeding, officials said on Wednesday.

Zimmerman told the officer that he had a weapon in his glove compartment and was going "nowhere in particular," said Brian Brooks, city manager of Forney, Texas, about 25 miles southeast of Dallas, where Zimmerman was stopped.

Two Good Samaritans, including a 35-year-old Canadian man, are being credited for running after and tackling a man accused of grabbing a purse from an elderly woman on North Michigan Avenue Tuesday afternoon, authorities said.
Gregory Froggs, 49, of the 3500 block of South Rhodes Avenue, was charged about 9 p.m. Tuesday with felony robbery, according to police. Froggs was scheduled to appear in court today, but information about the hearing was not available immediately.
It was about noon Tuesday when the elderly woman was waiting in a lobby for an elevator to take her to a doctor's office inside a building in the 300 block of North Michigan Avenue, police said.
When the elevator door opened, Froggs emerged and he grabbed the woman’s purse and ran away northbound on Michigan Avenue, according to a police report.

A Cook County appointee on the Regional Transportation Authority board resigned Wednesday after it was disclosed that he has failed to repay a $91,000 state social services grant.
The Rev. Tyrone Crider Sr., a Morgan Park pastor named to the RTA in 2008 by former Cook County Board President Todd Stroger, told the Tribune he was quitting so he wouldn't be a "distraction."
Current President Toni Preckwinkle accepted the resignation, saying she's known Crider for years but was not aware of the cloud over him. A longtime civil rights activist, Crider was Operation PUSH executive director in the early 1990s.

Most of the money that the transit agencies under the RTA's purview have paid to the Gospel Tribune has been for advertising. Metra also has paid the Gospel Tribune to hold conferences to help minority contractors learn "how to do business with Metra."
Crider acknowledges that he's making money off the agencies he helps regulate.

Dennis Farina would dine at Gene and Georgetti whenever he was in Chicago visiting or filming a movie, Tony Dupretti said. The Gene and Georgetti owner said he knew Farina from their days together at St. Michael's Central High School in the Old Town neighborhood and described the cop-turned-actor as “a regular guy” who was unaffected by fame and always willing to lend a helping hand.

On Tuesday, funeral services for Farina, the “Law & Order” and “Thief” actor who made the transition to the screen after working for years as a Chicago police detective, were held at Assumption Catholic Church in the River North neighborhood, located across the street from Dupretti’s restaurant — also the site of that afternoon’s post-burial luncheon.

“He’s a very good friend,” an emotional Dupretti said after the hourlong funeral, “and I’ll miss him dearly.”

After being down 2,000+ officers...Chicago police taking applications for first time in three years

The city will take applications to join the Chicago Police Department for the first time in three years, officials announced today.
The department said it has lowered its minimum hiring age for officers to 21 and will allow individuals as young as 18 to apply. Previously, the minimum hiring age was 25 except for military veterans, who could still get hired at 21.
Applications will be accepted from Aug. 1 through Sept. 16, and a written exam will be administered in December.
In addition to a written exam, applicants will have to undergo a psychological evaluation and testing for strength, endurance and flexibility. They’ll also need to pass a polygraph test, a medical checkup, a background check and drug screening.

Horse Sex Gone Wrong? Susan Kelly, 54, killed from a horse fall while at Judgement Farm, 3428 Roth Road, in Oswego

A Wheaton woman died after she fell off a horse and hit her head, Kendall County officials said Tuesday.
Susan Kelly, 54, was at Judgement Farm, 3428 Roth Road, in Oswego Monday when she fell off a horse, according to the Kendall County Sheriff's Office. She was wearing a helmet but sustained internal head injuries.
"People fall off their horses quite often but this is the first one (fatality) I've heard of in this area in my 20 years," said Deputy Commander Brian Jahp, with the Kendall County Sheriff's Office. "It was one of those weird things, just the way she landed."
Jahp did not know what caused Kelly to fall off the horse.
Deputies were called to the facility around 7:30 p.m. Oswego emergency officials took Kelly to the Rush-Copley Medical Center in Aurora, where she died, officials said.
When Kelly fell off the horse, her head hit a concrete footing, said Kane County Coroner Rob Russell.
"It was just a tragic accident."
Her preliminary cause of death is listed as blunt force trauma to the head.
Officials with Judgement Farm could not immediately be reached. According to the facility's website, Judgement Farm is a full service hunter/jumper barn.

In her lawsuit against the city of Chicago, Centeria Moore-Powell accuses Ernest Brown of discriminating against her. Brown was her supervisor in 2005 when they worked for the Chicago Police Department.

A Cook County woman has accused the Darien police chief of sexually assaulting and harassing her when he was a Chicago Police Department commander, according to a lawsuit filed this summer.
Ernest Brown was named in Centeria Moore-Powell's lawsuit against the city of Chicago for sex discrimination and retaliation. She claims Brown, her former supervisor, sexually assaulted, harassed and reassigned her to another district because she is a female, according to the lawsuit.
Moore-Powell also accuses the city of failing to investigate and take remedial action on her complaints about Brown because she is a female.
Moore-Powell seeks damages in excess of $300,000, in addition to compensatory damages, back pay, loss of earnings and benefits and attorney’s fees and costs of the lawsuit, according to the written complaint filed June 13.
Brown refused to respond Thursday to the allegations described in the lawsuit when a Patch editor told him about it by phone. When Brown said he hadn't seen the complaint, a copy was offered to him.
"If there's pending litigation involving the city of Chicago, I wouldn't be comfortable making a comment on it," he said.
Brown in September 2011 denied that he was ever the subject of a sexual harassment complaint when he was on the Chicago force, saying "It is not in my moral fiber." Brown also addressed two unrelated lawsuits at the same 2011 Darien City Council meeting prior to his appointment as police chief.
Moore-Powell was promoted to Chicago Police sergeant in 2000 after 15 years with the force. She was regularly assigned the third-watch shift and in March of 2005 complained to Brown’s superiors that he had sexually assaulted, harassed and subjected her to retaliatory actions, according to the complaint. She issued the same complaints in September and October of 2005.
The lawsuit said on April 1, 2005, the city of Chicago had Moore-Powell submit to a psychological evaluation and placed her on an involuntary unpaid medical leave. Then on Jan. 17, 2006, Brown told Moore-Powell that she would be transferred to another district against her request and work the midnight shift when she returned.
In the lawsuit, Moore-Powell said the retaliation she experienced is in violation of Title VII of the Civil Rights Act of 1964, which prohibits employment discrimination based on race, color, religion, sex and national origin. Prior to the lawsuit, Moore-Powell said she filed sex discrimination and retaliation charges with the Equal Employment Opportunity Commission.
The complaint did not include further details on Moore-Powell’s allegations. Her attorney, Denise M. Mercherson, did not return a call last week seeking comment on the lawsuit.
The initial court date for this case is set for Aug. 13 in Chicago, according to federal court records.

Detroit Bankruptcy a “Game-Changing Event,” Meredith Whitney Says




It’s been just over a week since Detroit filed for the largest municipal bankruptcy in U.S. history and, so far, there are more questions than answers about how this will all shake out. On Wednesday, a U.S. Bankruptcy judge ruled Detroit’s Chapter 9 filing can proceed but local unions, pension funds and other creditors will continue to try and stop the process.


Regardless of how the legal proceedings unfold, Meredith Whitney thinks she knows what will happen as a result of Detroit’s bankruptcy filing: “staggering aftershocks” for the muni bond market and “important precedents” for other state and local governments.
“We know [Detroit’s bankruptcy] is a game-changing event for certain,” says Whitney, author of Fate of the States and founder of Meredith Whitney Advisory Group LLC. “It will galvanize other municipalities to either get their act together or follow Detroit’s lead.”
Asked what other municipalities might follow Detroit’s lead into bankruptcy, Whitney cited the five other Michigan cities currently under emergency management: Flint, Pontiac, Ecorse, Allen Park and Benton Harbor. She also reiterated her concerns about the states of New Jersey and Illinois.


The Wall Street Journal recently cited Oakland, Philadelphia and Chicago as other big cities with the potential to follow Detroit’s lead but Whitney declined to mention other cities.
“I’m not sure it’s constructive to name towns [and] sound the alarm,” she said. “But there are numerous others across the country. Detroit is hardly unique.”
Of course, Whitney gained increased attention – and considerable criticism – when she sounded the alarm on 60 Minutes in late 2010. At that time, she predicted “a spate of municipal bond defaults. You could see 50 sizeable defaults. Fifty to 100 sizeable defaults. More. This will amount to hundreds of billions of dollars' worth of defaults."
Nothing close to that level of muni bankruptcies has occurred, to date, but ask yourself: Was Whitney 'dead wrong' on 60 Minutes, as her critics continue to claim, or just early?

What would happen if the EB-5 program is banned in China?

The EB-5 program has caught the attention of the United States as recent negative stories in the U.S. have surfaced over the past weeks.  The US Homeland Security Inspector General and FBI ongoing investigation into USCIS and director Alejandro Mayorkas has also caught national attention by Chinese emigration industry and investors.  Also, an EB-5 project recently laid off 250 workers and filed Chapter 11 after successfully raising capital in South Korea and China over the years. There should be a growing concern by the EB-5 community that the Chinese authority is further investigating EB-5 projects marketed in China.  The Chinese authority already requested Chinese emigration agents to report their EB-5 activities since SEC's probe over Chicago convention center project early this year. Many Chinese emigration agencies are also switching their service to European real estate investment markets.  Any substantial loss of EB-5 capital, loss of immigration residency and EB-5 fraud in the United States could cause a reaction by the Chinese government to permanently ban or postpone the EB-5 program. 

What would happen if the EB-5 program is banned in China? The Chinese investors market currently makes up roughly 80% of the EB-5 investors market as the remaining 20% coming from South Korea, Middle Eastern countries and Latin America.  Competition would become intense as nearly 100 EB-5 projects would begin fighting for the remaining 20% of EB-5 investors. The direct result of the Chinese ban on EB-5 would cause many projects to fail in raising EB-5 capital. There simply would not be enough investors to invest in every EB-5 project that is currently being marketed across the world.

Another major impact would be marketing costs of EB-5 projects would skyrocket. China has a very well-established emigration industry which has been around for decades. South Korea is one of the few other countries to have this emigration system but there simply are not enough investors in South Korea to fill China’s shoes. Developing new markets in locations such as Dubai, Latin America, South Africa, India, etc. would take years of education and a great amount of investment. The cheap alternative financing called EB-5 wouldn’t be so cheap anymore turning real estate developers back to conventional financing.

There would be a major impact to the regional centers, real estate developers and businesses if the EB-5 program was to be banned in China. EB-5 project developers must move forward quickly with marketing their projects in case China was to postpone or ban the EB-5 program or develop an alternative marketing strategies in other countries.  For more information about risk control and management over EB-5 program, please contact Tyler McKay at 217-899-6661.

EB-5 Financing for Hotels Growing in Popularity

(By: Ali Brodie, Greenberg Traurig) Although the program has been around for a number of years, it is only recently that EB-5 financing has become popular for hotel development with major flags including Marriott, Starwood, Hyatt, and Hilton successfully utilizing this alternative form of financing.  With traditional construction financing difficult to obtain, many hotel developers have turned to EB-5 financing, realizing its benefit as both a creative way of attracting financing from foreign investors, and marketing hotel brands internationally. 

 

Hotel developers favor raising capital through the EB-5 program as it is considered a relatively cheaper source of financing, frequently offering returns of less than 4%, when compared with higher interest rates on debt and other riskier forms of financing.  From the investor’s perspective, the United States is attractive because of its political and economic stability, healthcare, and educational opportunities for children.  The investors, the majority to-date being Asian, are primarily concerned with obtaining a green card through investing in a regional center project that creates the requisite 10 new jobs per investor and will return their funds (capital at risk) within 5 years, not necessarily with the return on investment. 

 

Many investors select EB-5 regional center hotel projects because they identify with the property operated by an internationally recognized hotel brand, and they see the increasing profitability and stability of the U.S. hotel industry.  We suggest the following tactics for EB-5 hotel developers to make your project competitive:


  • It is critical to obtain strong branding by associating with a brand that is recognizable in the investor’s home country.  This adds to the credibility of the project.  Investor’s favor investments with brands which are both familiar and prestigious.
  • Similar to hotel branding is the developer’s track record.  Investors have to trust the developer of the project investment.  Experienced developers should provide investors with information relating to past successes in order to gain investor trust.
  • Ensure that your project is located in a Targeted Employment Area (TEA).  The TEA designation allows the qualifying investment to be reduced from $1 million to $500,000.  The majority of EB-5 projects being marketed to investors are at the $500,000 threshold, and to be competitive in the marketplace, it is crucial that the hotel project be located in a TEA.
  • Geographic location of the project should also be considered, understanding that investors often times will invest in projects located in cities that are centers of commerce, appealing, and easy to visit. 
  • The capital stack must include more than just the EB-5 funds.  Investors like to see that the developer has some skin in the game.  Likewise, projects that have too much EB-5 financing are perceived as riskier in the event the developer is unable to raise the required amount of EB-5 capital.
  • Job creation is critical to the investor being able to obtain a permanent green card.  The developer should work closely with an economist to determine the projected job creation and the corresponding number of investors allowed for EB-5 funding.  Each investor is required to create 10 full-time jobs.  It is always recommended to create more jobs than required in order to have a job creation cushion.
  • Every investor will want to understand the exit strategy associated with their investment. 
While EB-5 financing can count as a meaningful part of the capital stack, it is important that the EB-5 funds are used appropriately in accordance with requirements established by the U.S. Citizenship and Immigration Services.  See original posting at http://www.eb5investors.com/

Thousands of EB-5 investor visas have been issued to foreign nationals from China, Korea, India, Iran, Mexico, Russia, Venezuela, Vietnam, and countries in the Middle East and Africa. Colored Man in Colorful Hat Robs Oak Lawn Bank at 10350 South Pulaski Road (Mt Greenwood Neighborhood)


Investigators are searching for a colored man they believed to have robbed a TCF Bank branch in Oak Lawn Sunday afternoon.

Authorities have released the photo of a man believed to have robbed a bank in Oak Lawn on Sunday, July 28. 

The robbery occurred at 1:47 p.m. in the TCF Bank branch located at 10350 S. Pulaski Rd., according to the Chicago FBI Office.

The incident is being described as a "non-takeover style robbery." 

The suspect is described as a black male in his 20's who is about 5-foot-7, according to a description released by investigators. He was wearing a dark jacket and blue jeans at the time of the robbery. Atop his head was a brightly colored hat.

Eight people were arrested and several officers were injured Sunday night in a confrontation between beachgoers and Huntington Beach police following the U.S. Open of Surfing.
Police were still assessing the damage after a fight broke out in the crowd about 7 p.m.  but said eight were arrested for failing to disperse. Several officers and people in the crowd suffered minor injuries during the two-hour fracas, said Lt. John Domingo.
Domingo said the disturbance left city signs, vehicles and portable bathrooms damaged. Video from the incident showed police in riot gear squaring off with unruly people in the crowd.

Iraq War Veteran & Wheeling IL Police Officer Shamekia Goodwin-Badger dies two days after collapsing during training

A 33-year-old Wheeling police officer died Saturday, two days after she became ill during a department training session, police said.
Shamekia Goodwin-Badger was taken to Advocate Lutheran General Hospital in Park Ridge on Thursday, according to a news release from police in northwest suburban Wheeling. The release does not specify the type of training police were doing or the cause of her death two days later.
Goodwin-Badger was an Iraq war veteran who served Wheeling for five years and nearby suburb Hawthorn Woods for four years before that, police said. A Florida native, Goodwin-Badger had a 13-year-old daughter, according to the news release.

Officer Daniel Berardi and Rayquan Callahan, 19, first crossed paths on Feb. 24 in Brownsville. Callahan, then a senior at Brooklyn Collegiate High School and working seven days a week at McDonald’s, was walking out of the Rockaway Ave. subway station with two friends.

The trio stopped to talk to a 16-year-old acquaintance, according to court papers, when Berardi and several plainclothes cops started frisking the young men. The 16-year-old bolted.


The cops chased him down and recovered a gun he had tossed under a car — then inexplicably put a call over the police radio for officers to be on the lookout for Callahan and his two friends, who had already been searched and were found not to be carrying anything illegal.

A pastor has been charged with murder after he allegedly shot to death his nephew in his Texas church.
According to local news outlets, Reverend Luther Jones of the Belgrade Baptist Church in Bon Wier was in custody for questioning after the shooting, which took place at around 11 a.m. on Sunday and he was charged with the man's murder last night.
A member of the church, Juanita Jones, told 12 News Now that the victim was her brother, 34-year-old Curtis Paul Jones, who was from the area.

A Little Village Illegal Beaner was denied bail Sunday after he was accused of shooting a man six times as the victim tried to put his toddler in a car seat.
Esteban Sotelo, 19, of the 2100 block of South Fairfield Avenue, faces charges of attempted first-degree murder, aggravated battery and unlawful use of a weapon by a felon in connection to Thursday's shooting. The 14-year-old boy for whom the shooting was supposed to be a gang initiation is charged with aggravated battery and discharge of a firearm, authorities said.
The victim, a 29-year-old man, remains at Mt. Sinai  hospital with wounds to the legs, back and neck, according to Assistant State’s Attorney Heather Kent.
He also has a round lodged in his nasal cavity below his eye, Kent said.
Sotelo, who is nicknamed “Sniper” and is an admitted member of the Latin Kings gang, set out Friday afternoon with the boy to shoot a member of the rival Satan’s Disciples gang, according to Kent and court records.
The shooting was supposed to be part of the boy’s initiation into the gang, Kent said Sunday in Cook County Bond Court.
At the time of the shooting Thursday, the victim was leaving his mother’s Little Village home with his wife and 20-month-old daughter on the 2700 block of West 24thStreet, Kent said.
As the man tried to place his daughter in the car seat, Sotelo approached the victim, thinking he was a Satan’s Disciples member, according to Kent.
He asked the man “what’s up?” and when the victim turned around, Sotelo shot him six times, Kent said.
The victim shielded his daughter from the shots, she said.
Sotelo and the juvenile fled but were arrested a short time later, according to Kent.
Sotelo later directed Chicago Police officers to a bag of mulch where he had hidden the handgun, Kent said, and it was recovered.
He was identified by multiple witnesses as to have been the gunman, Kent said, and Sotelo admitted to Chicago detectives and an assistant state’s attorney that he shot the victim.
Sotelo is on probation for a felony cocaine-related conviction, Kent said. He also has two findings of delinquency as a juvenile for a 2007 robbery and a 2009 aggravated battery.
