Candace Cosby thought little of seeing a female neighbor pull into her driveway on a steamy Friday afternoon in southwest suburban Burbank.
But her attention was piqued a few hours later when she saw authorities descend on the two-story brick home in the 4800 block of West 85th Street, where police say 1-year-old Ivan Villa was unconscious after being left unattended in the family's vehicle for 21/2 hours in 90-plus degree heat. He later died.
After reviewing the case with the Cook County state's attorney's office and state Department of Children and Family Services, Burbank authorities said Saturday they wouldn't file charges in the boy's death. Earlier in the day, DCFS said they were investigating the boy's parents for neglect and the Cook County medical examiner's office ruled his death a homicide caused by heat stroke and child neglect.
"It was learned through this investigation the parents never intended on harming their child," Burbank police said in a release. "The circumstances surrounding this incident are a tragic accident."
Cosby, 25, said she started her shift at 3 p.m. Friday as a caregiver for residents of a group home across the street from the Villa family's house. She said she was sitting on the living room couch a short time later when she looked through the picture window and saw the female neighbor pull into the driveway.
"There wasn't much activity yesterday because it was so hot," she said.
Then sometime after 5 p.m., Cosby said, several emergency crews arrived at the home. About two minutes later, she saw a paramedic carry out the little boy.
"His little limbs were flailing," Cosby said. "He didn't look conscious."
Paramedics took Ivan to Advocate Christ Medical Center in Oak Lawn, where he was pronounced dead at 6:27 p.m., according to the medical examiner's office. Burbank police Division Chief Michael Dudlo said the boy's parents found him in the car and brought him into the home before calling 911 and administering CPR.
The boy's parents are longtime Burbank residents who moved into the house on 85th Street last year with their five children, Dudlo said. DCFS spokesman Dave Clarkin said the agency had not had any previous contact with the family.
Cosby said she saw three or four children escorted by authorities from the house to a black van, which left the area. She said she later saw police photographing the woman's SUV. The vehicle was later towed, she added.
On the quiet block Saturday, some neighbors said they were stunned to hear of the boy's death. Aurora resident Greg Zanis, who travels the country placing homemade crosses at the sites of deaths, placed a cross bearing Ivan's name in front of the Villa home.
"It's so hard to do that for a 1-year-old," said Zanis, 62.

A Skokie police officer shot and wounded a man who got into a confrontation Saturday in downtown Skokie with a business owner and then lunged at police with a knife, police in the north suburb said.
The officer — who’s been with the department for 14 years — shot the man after he threatened officers with a knife, according to the police.
The 53-year-old man who was shot was being treated at St. Francis Hospital.
Skokie police were notified by Evanston police at 9:40 a.m. Saturday that a man had grabbed a woman’s wrist on a CTA bus in Evanston, and the bus was heading toward Skokie.
Later, in the 4800 block of Oakton Avenue, near Skokie Boulevard, the man confronted a business owner, who ran back in to her business and locked the door, only to see the suspect try to break it down.Skokie Sgt. David Pawlak said the man repeatedly lunged with a knife toward officers dispatched to the scene, then took off toward Skokie Boulevard, where the police confronted him and hit him with a baton and used pepper spray, which failed to stop him, and he was told to drop the knife.
When the suspect again lunged towards the officers with a knife, one officer shot the suspect, hitting him in his left leg.
Former Chicago Police Supt. LeRoy Martin Dead at 84
Former Chicago Police Supt. LeRoy Martin, who led the department from 1987 until 1992, died Saturday.
Mr. Martin, who was 84, was appointed superintendent by the late Mayor Harold Washington and also served under former Mayor Richard M. Daley.
Dawn Martin said her father died Saturday morning at Franciscan St. Margaret Health-Dyer in Dyer, Ind., as a result of heart failure.
Mr. Martin joined the department in 1955 and remained for 36 years, retiring as superintendent at 63.
After taking his police pension, Mr. Martin went to work for the Cook County medical examiner’s office, where he was chief of investigations.
In his youth, Mr. Martin worked shining shoes on the West Side. He went on to become a bus driver before joining the Police Department, where he started out as a patrolman on a beat in the Burnside district on the city’s South Side.
An alumnus of Crane Technical High School, he went on, during his rise through the police ranks, to study at Roosevelt University, where he got a bachelor’s degree in psychology in 1972 and a master’s in public administration in 1976. Mr. Martin made sergeant in 1965 and lieutenant in 1975 on his way to becoming the second African American to serve as superintendent of the Chicago department. He succeeded Supt. Fred Rice, the first.
Mr. Martin headed the department during a period that Area 2 detectives under the supervision of now-imprisoned former Police Cmdr. Jon Burge allegedly tortured crime suspects to get confessions and, for a time, he had been Burge’s boss as commander of Area 2.
While superintendent, he was given a report by the department’s Office of Professional Standards that found crime suspects were “systematically” brutalized at Area 2 detective headquarters under Burge for a dozen years — a report Martin dismissed, calling its methodology “flawed and unsubstantiated, bringing into serious question the credibility of its conclusions.”
He also dismissed the OPS finding that certain Area 2 commanders were aware of the abuse, saying, “It’s a lie, an outright lie. Whoever said that doesn’t know what they’re talking about.”
Mr. Martin was accused by an attorney for police-torture victims of having “sat on” the report for 15 months, but ultimately he ordered hearings that resulted in Burge’s dismissal in 1993.
In 1998, Mr. Martin, a Republican, mounted an unsuccessful challenge to Cook County Sheriff Michael Sheahan.
In retirement, Dawn Martin said, her father enjoyed fixing up apartment buildings he owned and going out to eat with his Kappa Alpha Psi fraternity brothers.
He is also survived by his wife Constance and sons LeRoy Martin Jr. and Ron Martin. Funeral arrangements are pending.

Police found a man shot in the head inside a car it was pursuing from a Bridgeport shooting where one man was killed and another left in critical condition overnight, the three men among at least 7 people shot overnight.
The three were shot in the 3800 block of South Halsted Street about 2:30 a.m. One man, 21, died inside the apartment where the shooting happened. Another, also 21, was taken to John H. Stroger Jr. Hospital of Cook County in critical condition with head and chest wounds.
The third was inside a car police were pursuing from near the scene. It crashed into a light pole at 43rd Street and Wentworth Avenue and a number of the people inside the car tried to flee but were caught within a few minutes.

August 28, 2013 (URBANA, Ill.) -- Police say someone took more than $4,000 from a new University of Illinois student who had just arrived in Chicago from China.
University of Illinois police Sgt. Tom Geis said the 18-year-old student was looking for a bus to the Urbana-Champaign campus after arriving at O'Hare International Airport on Aug. 20. The student was approached by a man who said the bus wouldn't come for hours but offered to drive the student for $1,000.
Some bus services advertise fares of less than $30 for the trip.
Geis told The News-Gazette in Champaign that the two drove to Urbana. The driver then handed the student a hand-written bill for $4,800. The student paid the man all he had, about $4,240. The student also left his cell phone behind.

Osiel Martinez, An Illegal Beaner working as a Morton East High School Security Officer gets caught screwing under age students
A Morton East High School security guard has been charged with sexually assaulting a 16-year-old student earlier this summer.
Osiel Martinez, of 3200 block of West 31st street in Cicero, was charged with criminal sexual assault.
Martinez, 36, met the student in the school cafeteria, where he struck up a relationship, prosecutors said. The school is located at 2423 S. Austin Boulevard in Cicero.
He took her to his home twice, where he had sex with her, prosecutors said.
Court document indicated that the assault took place between May 2013 and August 2013.
He later told her not to tell anyone about what happened. But the student told a friend who helped her reach out to authorities, prosecutors said.
Judge Laura Sullivan ordered Martinez to be held in lieu of $200,000.
His next court date is September 3rd in Maywood.
1 Year Old Ivan Villa from Burbank, IL fatally roasted after being left in a 120 degree car
A 1-year-old boy died Friday after he was left unattended in a vehicle in Southwest Suburban Burbank, officials said.
Ivan Villa of the 4800 block of West 85th Street in Burbank, was pronounced dead at 6:27 p.m. Friday at Advocate Christ Medical Center in Oak Lawn, according to the Cook County Medical Examiner’s Office.
Parents of the boy are being investigated for neglect after the child was left in an unattended vehicle, said Dave Clarkin, a spokesman for the Illinois Department of Children and Family Services. The agency has not had any prior contact with the family, Clarkin said.
The temperature reached a high of 96 degrees Friday in the Chicago area, according to the National Weather Service.
Clarkin said the incident in Burbank is the second report this week of the death of a child after being left unattended in a vehicle. The other occurred in southern Illinois, he said.
Burbank police could not immediately be reached for comment.

A Chicago police officer was injured this morning after she was bitten by a dog during an armed robbery investigation that nabbed several people in the North Park neighborhood, officials said.
The female officer was taken to Swedish Covenant Hospital for non-life threatening injuries, said Chicago Police Department News Affairs Officer John Mirabelli.

The officer was responding with other police to the area on the Northwest Side at about 3:45 a.m. when a woman was robbed at gun point by three people in a dark colored SUV on the 4500 block of North Christiana Avenue in the Albany Park neighborhood, Mirabelli said.

After robbing the woman, the robbers fled the area in the SUV and Albany Park District police officers along with a canine unit responded, Mirabelli said.
A short time later, police spotted the SUV on the 5300 block of North Kimball Avenue in the North Park neighborhood and pulled the vehicle over, Mirabelli said.
At that point, police took two of the three people in custody, Mirabelli said.
The third offender fled from the scene, causing police along with several canine officers to begin searching the area.
A canine officer found the person hiding on the 5400 block of North Spaulding Avenue. The offender, who was armed, brandished a handgun at police, Mirabelli said. The officers, in fear for their safety, fired at the offender striking him in the arm, Mirabelli said.
The canine officer was injured as police were trying to apprehend the the third person, officials said.
The offender is at Swedish Covenant Hospital where his condition had stabilized.

About 7 p.m., the officer was driving north on Ohio Street near Front Street when two children, ages 7 and 9, tried to run across Ohio as the officer was driving, according to Aurora police.
The 9-year-old was hit and taken to Presence Mercy Medical Center in Aurora for “possible internal injuries,” police said.
The child’s condition and gender were not immediately known.
The investigation remains ongoing, though police do not believe speed was a factor.

A man was fatally wounded this afternoon, steps away from his home on the South Side in the city's Back of the Yards neighborhood.
The shooting happened about 1:30 p.m. on the 5100 block of South Winchester Avenue, said Police News Affairs Officer Dan O'Brien. Police responded to the scene and found a man shot in the head.
The man was identified as Rico Lawrence, 43, of the same address of where the shooting occurred, according to the Cook County medical examiner's office. Lawrence was pronounced dead at 1:42 p.m. at the scene.
As of 7:45 p.m., no one was in custody for the slaying. Area Central detectives were investigating.

Just as most Chicagoans were heading into the holiday weekend and tuning out the news, Mayor Rahm Emanuel announced the full list of 50 locations where the city will put up ticket-issuing speed cameras near parks and schools by the end of the year.
The Emanuel administration previously had announced 12 of the locations where one or more of the cops in a box will be keeping an eye on motorists during school and park hours. A news release issued Friday afternoon includes the other 38 sites.
Each camera, like those already up, will trigger warning tickets during the first 30 days. After that, drivers exceeding the speed limit by between 6 and 10 mph will get $35 tickets in the mail. Near schools, the cameras will be active from 7 a.m. to 7 p.m. on school days. From 7 a.m. to 4 p.m., the speed limit in those areas is 20 mph when children are present and 30 mph when they are not. From 4 p.m. to 7 p.m., the limit is 30 mph.
Under state law, the city can install the cameras at up to 300 schools and parks in designated safety zones. A Tribune analysis showed they could cover nearly half the city.
Although Emanuel repeatedly has said the program is designed to make the city’s children safer, it’s clear that it also will significantly beef up city revenue.
If as many tickets are issued by the cameras as violations counted during test runs, the city could issue $1.2 million in fines a month in each safety zone. That would end up bringing in hundreds of millions of dollars, far more money than the city’s estimated $40 million to $60 million a year.

AUGUST 29--A South Carolina couple was arrested yesterday for having sex inside a display shed at a Home Depot, police report. Emily Craig, 20, and Shaun Bowden, 31, were nabbed after cops were called to the store in North Charleston around 8:40 AM.
Officers were dispatched to the business “in reference to an male and female entering a display shed on the property, closing the door behind themselves and remaining inside,” according to a North Charleston Police Department report.
An inspection of the outdoor sheds turned up Craig and Bowden. Craig, cops noted, was “partially clothed; the top of her dress was untied, hanging at her waist.” Bowden was shirtless and “had his pants down near his knees; his penis was exposed.”
During subsequent questioning of the duo, “it became apparent that they were engaged in sexual intercourse within the shed.” Craig and Bowden, seen in the above mug shots, were each arrested for disorderly conduct. Bowden was also hit with an indecent exposure count for “having his genitals within public view". Additionally, Craig was charged with providing false information for initially giving officers an incorrect name.
The duo was booked into the county jail, where bond has yet to be set. Craig and Bowden are scheduled for a September 19 court appearance. (1 page)

WILMINGTON, Del. - Police: 2 WHITE Women Gang Raped By Negro Juveniles In Wilmington Park - Black Animal Suspects Range In Age From 12 To 17-Years-Old
WILMINGTON, Del. (CBS) — Neighbors near Kosciuszko Park in Wilmington expressed anger and outrage Friday, after learning the details of a brutal gang-rape that happened in the park Thursday.
Police say two women, ages 32 and 24, were reportedly attacked and sexually assaulted by a group of 10 to 12 black male juveniles in Kosciuszko Park at about 6:54 p.m. Thursday. According to police, the suspects, who range in age from 12 to 17-years-old, remain on the loose.
The victims were transported to Christiana Hospital for treatment.
Wilmington police increased patrols Friday in the park which is located in the 600 block of South Franklin Street in the Hedgeville Community.
The women were released from the hospital Friday, but as of Friday night, police had no suspects and no witnesses.
“The new criminal we’re seeing, they’re bold, they’re brazen, and they have a total disregard for life,” said Maria Cabrera, city councilwoman-at-large in Wilmington.
Neighbors who live near the park gathered with reporters, politicians, and police for a small rally Friday against crime and in show of support of the victims.
“This is a good neighborhood, and I lived around here for a year,” said Baseer Powell, who had come to walk through the park. “I’m surprised this happened, but its on these kids’ parents to raise them right.”
His wife Sharee said in light of today’s events, there will be no more family visits to the park.
“Who told you that it was ok to mistreat women to this magnitude? And what do you need from society so that you can make better choices,” said Wilmington Councilwoman Sherry Dorsey-Walker, whose district includes the park. “There’s no easing someone’s mind when you have young people committing these types of crimes.”
The incident remains under investigation by the Wilmington Police Department.

CLEARWATER, Fla. - Clearwater Police announced the arrest of 16-year-old Mychal King on Thursday. He is accused in the January murder of Jason Taylor Paul, the city's first homicide of 2013.
Police said King admitted to killing Paul for no reason other than he had a hard day with his family that night of January 6, and "just wanted to kill the first person he saw."
Police say 22-year-old Jason Taylor Paul was stabbed multiple times while riding his bike home from work late.
Jason's parents, John and Renee Langfritz had been distraught since the news of Paul's death, and desperate for closure, even offering a $10,000 reward for information.
Renee described her son as an intelligent, loving, funny man. She said his sudden loss has left a hole in the hearts of everyone who knew him.
"This coward, truly a coward, who would leave a young innocent man to die alone in the dark in the middle of the street, must be caught," she said at the time.
King will be charged with 1st Degree Murder. Detectives say he has a long criminal history and was already in jail on other charges.

Judge Meredith Jury of the U.S. Bankruptcy Court for the Central District of California, said the city of 210,000, located 60 miles east of Los Angeles, was eligible for bankruptcy protection "as a matter of law based on incontrovertible facts."If CalPERS gets stiffed and it should (and so should bondholders dumb enough to buy San Bernardino bonds), it will pave the way for cities across the nation to finally get out from under the unfair burden of preposterous union wage and benefit agreements.
The tentative ruling came despite objections by the California Public Employees' Retirement System, or Calpers. The $260 billion pension fund is the city's biggest creditor.
San Bernardino filed for bankruptcy protection one year ago.
If the jury affirms the ruling, it would clear the way for the city to negotiate with its creditors and produce a final bankruptcy plan on which the judge will ultimately have to rule.
The ruling also sets up a high-stakes battle between Calpers and other creditors, including Wall Street bondholders and insurers, over how they will be treated in the bankruptcy.
The preliminary ruling follows a similar judgment for the city of Stockton, California, which was found eligible for bankruptcy protection in April.
"I don't think anyone in this courtroom seriously thought the city was anything but insolvent," Jury said. A city must be insolvent and have proof to have negotiated in good faith with creditors to be eligible for Chapter 9 municipal bankruptcy.
Calpers argues that it should not be treated like other creditors and must be paid in full because of California state law. Bondholders argue that federal bankruptcy law trumps state statutes and say Calpers should be forced to fight with other creditors over how much they are paid under an exit plan.
The judge said the one creditor who wanted her to dismiss the bankruptcy was Calpers. But she said: "If Calpers gets all the money they want, under what they say is their statutory right, who isn't going to get paid? All the employees? How is that going to help Calpers?"
This was a welcome ruling.

BLACK 18-year-old Michael Duku shoves an 82 year old WHITE woman to ground & robs her as she was leaving church
HOMESTEAD — An 82-year-old woman went home Thursday after spending two weeks first in the hospital, and then in rehab.
She was discharged hours after 18-year-old Michael Duku of the North Side was taken into custody on charges including robbery, assault and conspiracy.
Police say Duku and another man shoved the elderly woman to the sidewalk two weeks ago after she attended Sunday church services in Homestead. Duku ran off with her purse.
Rev. Robert Buczak of St. Nicholas Orthodox Church, where the woman has been a long-time member of the congregation, said he paid several visits to the woman since she was assaulted.

Jurors took roughly two hours to find De’Marquise Elkins guilty of fatally shooting a 13-month-old Brunswick baby in between the eyes during a botched robbery attempt earlier this year. His mother, Karimah Elkins, was found guilty of tampering with evidence but was acquitted on the charge of lying to police.
Elkins, 17 at the time of the shooting, was found guilty on all counts, including malice murder and felony murder. He showed no emotion as the verdict was read.

Two suspected robbers left the scene of their own crime looking like the victims of a brutal attack after their would-be victims fought back.
Johnny Calderon Jr., 19, and Gerald Allen, 18, attempted to rob two University of Virginia students at gunpoint, which turned out to be a huge, painful mistake, according to police in Charlottesville, Va.
Police arrived on the scene to find the two students had beaten up and detained the suspects.
Clearly, Allen got the worst of the beating. His right eye was swollen shut and his face bloodied. However, Calderon didn’t get off easy and arrived at the police station with a black eye and plenty of bruises.
Calderon has been charged with two counts of attempted robbery, one count of pointing a firearm and using a firearm in the commission of a felony, WVIR-TV reports. Allen is facing two counts of attempted robbery.
“Calderon is due in General District Court Friday morning for a hearing. Allen is due in court on October 3,” the report adds.
