Durbin, a Democrat and the state's senior senator, said that despite repeated encouragement, only 392 of the approximately 800 law enforcement agencies in Illinois are using the federal Bureau of Alcohol, Tobacco, Firearms and Explosives' computerized gun-tracing center to track how guns got into criminals' hands.
Under Durbin's plan, the ability of law enforcement to access millions of dollars in federal Justice Department grants under the Community Oriented Policing Services program would be prioritized to those agencies that do firearms tracing through the ATF system.
